Newsreel footage of Charley Lockhart after his election as State Treasurer. Born in Dallas County, Charley Lockhart served as county treasurer in Scurry County for eight terms before coming to Austin to serve as state treasurer from 1931-1941. Standing only 45 inches tall, Lockhart was the shortest man ever to serve as state treasurer.
