Channelview Tornado Aftermath - November, 1992
On November 21, 1992, the Houston Metro area was hit by six tornadoes; at one point three were on the ground at the same time. Some of the worst damage was wrought by an F4 tornado that tore through the East Houston suburb of Channelview. This footage captures the reaction of Harris County Precinct Two personnel in the aftermath of the Channelview tornado. Footage includes Commissioner Jim Fonteno speaking to his constituents about the clean up process as well as images of crews working to clear debris.

Governor Price Daniel Addresses the North Sea Flood
In 1961 Hurricane Carla created 26 tornados before its September 11 landfall along the Texas coast between Port O’Connor and Port Lavaca. The extreme winds and water devastated downtown Galveston claiming at least 43 lives. Relief donations came in from as far away as West Berlin. A year later, West Germany suffered over 200 fatalities as a result of the North Sea Flood of 1962. In this television address, Governor Price Daniel appeals to Texans to contribute donations to the flood’s relief efforts.
Twister!
On May 11, 1970, Lubbock, Texas was struck by an F-5 tornado, until that time the only tornado to hit the highly populated downtown area. Produced by the federal Defense Civil Preparedness Agency, this film recreates the events of that evening and includes interviews with citizens during the aftermath and footage of the tornado’s destruction. All major city officials including Civil Defense Director Bill Payne, Fire Chief Herschel Sharp, and Chief of Police J.T. Alley are involved in the recreated scenes. The federal Office of Civil Defense selected Lubbock as one of three cities nationwide to develop an Emergency Operations Plan, a project that was completed in November 1969, only months before the May 1970 tornado struck. This film served to show the importance of municipal emergency planning and response, as evident from a message by Johnny Davis, Director of the Defense Civil Preparedness Agency, at the film’s conclusion.

Dallas at the Crossroads
In 1961, the city of Dallas was court ordered to desegregate its public schools. As the process of racial integration had met with conflict in many other cities, the Dallas Citizens Council produced this film to encourage cooperation and emphasize the importance of avoiding violence. With narration and commentary provided by Walter Cronkite, the film features interviews with prominent citizens of the Dallas community who highlight the importance of the rule of law and the influence that the actions of adults have over the attitudes of their children.
It Happened in Texas
On September 20, 1967, Hurricane Beulah made landfall on the south Texas coast, causing massive devastation and flooding, forcing people to flee before the rising water levels. This Office of Civil Defense film highlights the damage wrought by Beulah as well as the impressive relief efforts that were launched to confront the hurricane and its aftermath.
